My Lord,

Government House,

Rent 9 DEC 09

Hongkong, 8th November, 1909.

With reference to Your Lordship's Despatch No.

196 of the 10th of last September I venture to point out that

the effect of Your Lordship's decision is that, as a matter of

fact, Mr. S.B.C.Ross gets no additional pay whatever as there

was no lapaing salary while he was doing both his own duty and

that of Mr. E.R.Hallifax.

He even incurs a loss of eight

dollars per mensen while acting in a post senior to his own

and doing double duty. This arises from the fact that the

pay of the two appointments are identical (as are the duties)

but the junior post carries a travelling allowance of $480 per

annum while a travelling allowance of $360 only is attached to

the senior. To remedy the anomaly I have ruled that in future

an identical travelling allowance of $480 per annum shall be

attached to both posts and I have the honour to request Your

Lordship's

(1300). Wt.20,024-26. 6000. 11/08. A.&E.W. (15,613)...

THE RIGHT HONOURABLE

THE EARL OF CREWE,
